Dear Vietnamese fellow citizens,

Based on my knowledge and work experience of more than 9 years in law enforcement agencies to protect the laws of the Republic of Vietnam in Thua Thien province and City of Hue before April 30th, 1975 and on the documents and eye-witnessed evidences of our Technical Group who have extensively researched, today I would like to submit to you a special report that includes a number of critical issues to our Vietnamese communities.

This heartfelt report of mine analyzes the serious deterioration of Vietnamese Buddhism that has been being witnessed by observing many activities of Vietnamese Buddhist monks in the overseas countries. The report focuses on four important topics as follows: (1) Sophistication in tactics of soliciting money donations from Buddhists, (2) Sophistication in illegal despoliation of the ownerships of Vietnamese community-owned properties.
(3) Tax frauds and evasions of millions of dollars of Buddhists’ money donations and money laundering scams.  (4) Sneaking through loopholes of the U.S. legal systems to install Communist moles in Vietnamese communities.

As to the Unified Buddhist Church of Vietnam (UBCVN), this organization has been founded in 1964 in Vietnam by monk THICH TRI QUANG. It has been operated based on the Charter which was initially written by him. After many internal conflicts and struggles, the UBCVN has been split into several smaller Churches. To date, in the overseas, the UBCVN has been organized and operated as follows: 

·         The UBCVN of the Most Venerable THICH QUANG DO with its “The Second Office” in the overseas. The Second Office is located at Dieu Ngu pagoda under monk THICH VIEN LY’s leadership. Besides this office, THICH QUANG DO has also created his other office in Paris, France, The International Buddhist Information Bureau, the Speaker of VIEN HOA DDAO. This office is managed by VO VAN AI who is also THICH QUANG DO’s official representative in the overseas.  

 

·         The Buddhist Church of Vietnam Worldwide (BCVNW) under the Most Venerable THICH TAM CHAU whose representative in the U.S. is THICH QUANG THANH at Bao Quang pagoda and THICH LIEN THANH at Lien Hoa pagoda. Both these two pagodas are in Southern California.

·         The Unified Buddhist Church of Vietnam (UBCVN) in U.S., Australia, Europe…(so-called the Repatriating Buddhist Church of Vietnam or Repatriating Group) represented by THICH NGUYEN TRI at Bat Nha pagoda in Southern California.   

 

·         The Buddhist Church of Vietnam (BCVN) or the State-Controlled Buddhist Church of Vietnam is very strong but transparent. BCVN is the member of the Vietnamese Fatherland Front, a satellite organization of the Communist Party of Vietnam (CPVN). BCVN is operated under the leadership of the CPVN. This Church has been installing state-trained Buddhist monks in the pagodas of those above-mentioned Buddhist Churches in the countries outside Vietnam.

1.   Sophistication in tactics of soliciting money donations from Buddhists.

For years, in general, the UBCVN inside and outside Vietnam has self-proclaimed as representatives of Buddhism to rake in very much selfish money and materialistic advantages for the Church’s leaders. Its monks have ceaselessly launched so many campaigns to solicit Buddhists’ money donations on many make-to-believe (faking) legitimate causes such as “Helping the former amputated, disabled soldiers in Vietnam, land-lost-then-homeless fighters in Vietnam”, “Wiping hunger, reducing poverty in Vietnam” (this program was initiated by the Communist Party of Vietnam, CPVN), “Natural disasters in Vietnam and in other countries”, “Constructions/ reconstructions of bigger pagodas outside Vietnam….”. The UBCVN is divided into 3 smaller Churches/ groups:  

First Group: It includes THICH QUANG DO, The Most Venerable (Tang Thong) of the Unified Buddhist Church of Vietnam (UBCVN) who has been currently residing in Thanh Minh Zen Monastery (Thanh Minh Thien Vien) in Saigon, Vietnam, Thich Vien Dinh, Venerable of Vien Hoa Dao at Giac Hoa pagoda in Saigon.

The monks who belong to the Second Office (Vien Hoa Dao) in USA are THICH VIEN LY and THICH VIEN HUY at Dieu Ngu pagoda, THICH GIAC DANG at Lien Hoa pagoda in Houston, TX, THICH VIEN DUNG at Bao Phuoc pagoda in Northern California.

Second Group: THICH QUANG THANH, Bao Quang pagoda’s owner, belongs to the Buddhist Church of Vietnam Worldwide (BCVNW) of Venerable THICH TAM CHAU.

Third  Group: THICH NGUYEN TRI at Bat Nha pagoda belongs to The Repartriating Buddhist Church of Vietnam (RBCVN)

Among the above three groups, the channel of money solicitation between Saigon – Paris – USA of the First Group is highly professional and very much profitable. This active money-making channel is highly intricate, illegal and has been smoothly coordinated between the 3 nations (Vietnam, France and USA).   

The channel between Saigon – Paris – USA of UBCVN of THICH QUANG DO, has taken great advantages of Buddhism to scam up Vietnamese Buddhists in countries outside Vietnam for so many years. Their money collections have amassed millions of U.S. dollars. 

First step: “The Most Venerable” (“Duc Tang Thong”) THICH QUANG DO from Saigon, Vietnam issues his Communique’/ Memo (Thong Bach) which calls for Buddhists in the countries outside Vietnam to contribute money for the humanitarian programs which have been under his management and distribution.  
 
Second step: The International Buddhist Information Bureau, Vien Hoa Dao, from Paris of VO VAN AI broadcasts these “Communique’/ Memos of The Most Venerable (“Ngai Tang Thong”) all over the world.

Third Step: Dieu Ngu pagoda, main office of The Second Office of Vien Hoa Dao and other satellite pagodas such as Phap Luan, Thich Ca Da Bao, Lien Hoa, Dieu Phap prepare campaigns of money solicitation.

Fourth Step: At exact opening date and time of the money soliciting “ceremony”, VO VAN AI (aka “SUPERSONIC SUPREME VENERABLE” as named by other top monks) and his (second) wife Penelope Faulkner (aka Y? Lan) will show up in the “ceremony”. In order to achieve best results, VO VAN AI usually authorizes playing audios which recorded the Most Venerable THICH QUANG DO’s speeches at the “ceremony”.  Besides “Supersonic Supreme Venerable” VO VAN AI, nobody can exclusively own these “rare and highly valuable” money-demanding audios.  

Fifth Step: After the money-collecting ceremony, the involved organizers will share the money collections according to agreeable percentage. In 2011, reliable sources indicate the money collections from those ceremonies would be shared half and half (50/50) between VO VAN AI and THICH QUANG DO.

The channel between Saigon – Paris – USA has been vigorously operated since 2006. The announcements to solicit money have always demonstrated strong political positions of the UBCVN against VIETNAMESE COMMUNISM and COMMUNISTS therefore these money soliciting “ceremonies” have been wholeheartedly supported by Vietnamese refugees in local nations and around the world.  

Results: ILLEGAL UNREPORTED / UNDERREPORTED MILLIONS of U.S. DOLLARS SOLICITED FROM COUNTLESS POOR, ELDERLY and HANDICAPPED…VIETNAMESE BUDDHISTS WHO FOR YEARS HAVE BEEN ON U.S. GOVERNMENT ASSISTANCE.

Billions of U.S. dollars have been sent to UBCVN in Vietnam. Exploiting that wise and greedy tactics, individual monks have also extensively made use of the “Anti-Communism slogan” to launch countless other money solicitations. Results: Those individual monks have also raked in millions of dollars and considered those big amounts of money as their personal incomes/ profits. They initiate campaigns to create funds to build pagodas using local media. They also do not forget to stress their “Anti-Communism” positions. This tactics was clearly identified in recent THICH VIEN LY’s statements at Dieu Ngu pagoda. In the fund raising “ceremony” at Dieu Ngu pagoda on January 12, 2013, Thich Vien Ly stated:” Your presence in this ceremony today gives the UBCVN, a Church that the Communist Party of Vietnam (CPVN) always finds all means to destroy, a big support and an encouragement that cannot be expressed by any language…”. Thich Vien Ly’s statement gave the public two clear messages: (1) The participation of Buddhist faithful and their money contributions significantly mean monetary support to the UBCVN, (2) The UBCVN is an anti-Communist Church. To stress his points, THICH VIEN LY added: “The Most Venerable THICH QUANG DO” is happily bless you and pray for your Buddhist services be satisfactorily accomplished.” Then, the Vietnamese Buddhists not only merrily, generously gave out their hard-earned money as the acts of accumulation of “Credits and Virtues (Cong Duc) but also strongly demonstrated their patriotism towards their motherland Vietnam. Result: THICH VIEN LY collected over half of million US dollars in his single fund raising “ceremony”.

Similarly, on April 10, 2009, in the fund raising event at Lien Hoa pagoda by THICH HUYEN VIET, THICH GIAC DANG stepped up to the stage to announce in front of over 700 Buddhists in Houston that “Lien Hoa pagoda will serve the public according to the policies of the UBCVN” and that “Buddhism of Vietnam will have opportunity to blossom in parallel with the growth of the Vietnamese communities in the overseas countries based on the basic spirit of not accepting Communism”. When THICH GIAC DANG just finished his speech, the audience (Buddhist faithful) immediately stood up to pay their most respect and clapped their hands real cloud and long to applaud GIAC DANG and enthusiastically supported him with generous money donations. Result: THICH HUYEN VIET collected more than $US 75,000 in that fund raising “ceremony”. 

The above are only examples of 2 out of 50 fund raising “ceremonies” in the enclosed document completed by our Technical and Research Division. In addition to exploit Vietnamese Buddhist refugees’ mentality of strong opposition to Communism/ Communists to request money for their personal gains they also impersonate themselves as UBCVN’s formal representatives to set up scams on the Buddhists in these fund raising events. I will explain about how they have cheated Buddhists in the second section below.

Now, referring to monk THICH QUANG THANH’s tactics to solicit money. THICH QUANG THANH is Bao Quang pagoda’s owner. He belongs to the BCVNW of THICH TAM CHAU. Bao Quang pagoda is worth some $US 5 million, located at the corner of New Hope and Hazard Street/ Avenue in Santa Ana, Southern California. The surprising fact was: In the fund raising dinner for his pagoda at Seafood Kingdom in City of Anaheim on December 26, 2010, QUANG THANH announced: “Moneywise, this newly-constructed pagoda, Bao Quang, is owned clear and free, with no more loans to any banks”. The Buddhist faithful raised questions where he got money to build the pagoda so quickly. Then, QUANG THANH answered: “The Buddhist faithful offered him loans with no interests and the faithful donated to him free money contributions”. This is the business tactics of “Borrowing people’s pig heads to cook own soup” which is excessively used by Vien Ly, Giac Dang, Nguyen Tri…It means the monks collect faithful A’s money to pay back faithful B.

Bearing revolving loans of millions of dollars these monks have to raise funds ceaselessly and repeatedly to pay back their debts constantly and continuously without going through the government regulations and/ or bank records...These are the (financial) knives by which the monks hold firmly the knives’ handles while the Buddhist faithful dangerously hold the knives’ sharp blades. To those monks, even though they thoroughly understand the Buddhist teaching that monks cannot actively own or create money but they still best utilize their shrewd guts to borrow millions of dollars from the Buddhist faithful. Justification/ collateral: Which conscience permits the faithful to sue the monks in front the courts of laws? “Borrowing people’s pig heads (people’s sweat-and-tear, hard-earned money) to cook their own delicious free soup by running monks’ selfish businesses is simply a form of abusing Buddhism to run large-scale profitable businesses regardless of their future financial responsibilities and the Buddhist faithful’s risks and suffering. This is the main thorny issue.

Concerning the Venerable of Bat Nha pagoda in Santa Ana, Southern California, monk THICH NGUYEN TRI, his fund raising scheme is extremely luxury. Dreaming of a historic pagoda which houses thousands of Buddha, each Buddha statute is worth at least $US 1,200, NGUYEN TRI posted his announcement asking if any Buddhist can buy a Buddha statute of his pagoda at $1,200 he will issue a Certification of Recognition/ Appreciation to those buyers. The Buddhist can pay him one time or pay installments. Stating “raising fund in luxury way” is a humorous expression because at many other pagodas Buddhists are recognized at much cheaper prices. For example, a Buddhist nun in Texas indicated the pagoda will “carve the faithful’s names into the Buddha made of marble (precious stone) to recognize those faithful if they give the pagoda $200 or more. In California, some pagodas also confirm Buddhists who give the pagoda $200 or more their names will be carved into the marble of recognition. When “Credits and Virtues” (Cong Duc) are exclusively/ arbitrarily priced by monks then how can poor Buddhists struggle themselves to match up with the rich people?

In brief, those Buddhist monks and nuns skillfully run their own selfish businesses which are not inferior to the professional businessmen/ businesswomen’s. How can those religious people/ leaders (no family/ no parental responsibilities/ xuat gia) act as professional business people?

Additional note: Observing those fund raising events/ “ceremonies” people recognized many federal, state and local Council Chambers’ candidates who were invited to join the events. Federal, state and local congress candidates need to show up in those events which gathered up many constituents so those candidates for government offices can effectively campaign for voters’ support in future elections. The monks, future millionaires, in pagodas need participations of those government representatives to justify for their “fund-raising ceremonies” and boost up monetary results in those “fund-raising campaigns”. Both monks and candidates who run for government offices have their own purposes. Only Buddhist faithful honestly show up for the “ceremonies” to be financially exploited/ exhausted without mercy so those faithful can have good chances to build up their “Credits and Virtues” (Cong Duc).

Followings are the sample list of 20 fund raising “ceremonies”/ events of the UBCVN, in general. Those Vietnamese monks who should live simple and quiet in monasteries yet they have built up of millions of dollars and OWNED the pagodas that are worth of millions of dollars? Are these monies contributed by the faithful? Or are these monies generated by professional laundering schemes? Or are they Vietnamese communists’ money supplies?

Kính gởi đồng bào Phật tử tại hải ngoại,

Tiếp theo Bản Phúc Trình Đặc Biệt ngày 19/9 của UBTTTADCSVN gởi đến đồng bào, hôm nay chúng tôi xin kêu gọi đồng bào tiếp tay với ủy ban xin sở thuế điều tra những hoạt động gian lận thuế của hệ thống chùa và các cá nhân liên đới tại hải ngoại.

V/v: Báo động khẩn Thời mạt pháp của Phật giáo đang thị hiện qua hàng loạt hoạt động của tăng ni tại hải ngoại:

1. Sự tinh vi trong kỹ thuật quyên tiền của Phật tử.
2. Sự tinh vi trong việc tiếm đoạt quyền sở hữu tài sản chung của cộng đồng.
3. Sự gian lận thuế trên hàng triệu dollars hiến tặng và hoạt động rửa tiền.
4. Sự lợi dụng luật pháp trong việc gài gián điệp cộng sản vào cộng đồng.

Nếu quý vị nghi ngờ hay biết rõ người hoặc hãng nào đó không tuân hành luật thuế, thì có thể trình báo hành động này bằng cách điền vào Mẫu 3949-A. Có thể điền Mẫu 3949-A trực tuyến, hoặc in ra rồi gởi qua bưu điện đến:

Nếu quý vị không thích dùng Mẫu 3949-A thì có thể gởi thư theo địa chỉ bên trên. Nên cho biết những thông tin sau đây, nếu có:

Họ tên và địa chỉ của người quý vị muốn tố giác

Mô tả ngắn gọn về điều vi phạm muốn tố cáo, đồng thời cũng cho biết quý vị đã làm cách nào để biết được hay lấy được thông tin đó

(Những) năm liên can

Số tiền ước lượng của phần lợi tức chưa khai trình

Họ tên, địa chỉ và số điện thoại liên lạc ban ngày của quý vị

Quý vị không bị bắt buộc phải cho biết danh tánh, nhưng nếu cho biết thì dễ liên lạc hơn. Danh tánh của quý vị sẽ được giữ kín.

Cách trình báo về trường hợp và/hoặc người mánh mung thuế:

Điền đầy đủ vào mẫu chuyển tin (referral form) - những thông tin cần thiết để trình báo trường hợp mánh mung trốn thuế được ghi trong mẫu này. Có thể gởi mẫu này cho IRS qua bưu điện hoặc điện sao (fax), theo địa chỉ và số fax ghi sẵn trên mẫu.
